Under the direction of Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, and through the Ministry of Economy and Finance & Ministry of Labour and Vocational Training, the setting up of BECL was approved and is to be guided by the Board of Engineers, Cambodia (BEC).

BECL is a laboratory collaboration between the Board of Engineers, Cambodia (BEC) and CAST Laboratories (Cambodia) Co., Ltd under the direction of Sub-decree no. 463 (αž›αŸαžαŸ€αŸ¦αŸ£ αž’αž“αž€αŸ’αžš.αž”αž€) issued on 08 July 2013.

BECL provides testing, inspection, certification and evaluation services for the building and construction sector in Cambodia.
